Learning to drive in Malta

The following is a short explanation of the procedure for learning to drive a car in Malta.

Find a driving instructor

This can be either a licensed motoring school or a private individual resident in Malta. This individual must have held a driving license in the category being instucted for a minimum of 5 years and must be at least 25 years old.

The vehicle used for instruction must be appropriately insured and must have a L plate attached to the front and rear (Red letter 'L' on white background).

Licensed motoring schools in Malta will keep a so-called student record sheet to keep track of the progress of the learner in the various aspects of driving. For instance the category B record sheet has around 25 categories including the following:

  • Vehicle Safety Checks
  • Moving off and stopping
  • Position on the road
  • Roundabouts
  • Parking
  • Reversing
  • Driving at night
Each category is given a rating from 1 (procedure explained by instructor) to 5 (can perform independantly)

Applying for a learner's permit for driving in Malta

According to the rules you must have been resident for at least half of the previous calendar year (185 days) to be eligible to apply for a Maltese learner's permit. In practice this rule is not so strict and is only intended to prevent people travelling to Malta for a short time for the sole purpose of obtaining a driver's license.
The application form for a learner's permit in Malta will generally be provided by the driving school. Part of the application has to be filled out by your doctor who, after a short examination, should hopefully confirm you are fit to drive. You have to submit a photo and a copy of your residence/ID card for Malta.

Applying for the Motoring Theory Test in Malta

In order to apply for the theory test the applicant must be in possession of a valid Maltese learner's permit and must be at least 18 years old. The residency/ID card will need to be presented when sitting the test.
An appointment for the theory test can be booked by calling 21227190 or 27227190. The test is to be sat at the Theory Test Centre at Gwardamangia Hill, Gwardamangia.

The theory test in Malta lasts 45 minutes and there are 35 multiple choice questions. 30 of these have to be answered correctly to obtain a pass. The following link shows typical questions for the test:

Applying for the Practical Driving Test in Malta

Once the theory test has been passed and the driving instructor is satisfied that the required level has been reached you may apply for the practical test.
